 Pitch-Black Power Stone could potentially be very devastating, but the chances are very slim that it will be. If it only it were a Spell card instead...
 
Silly combos like Pitch-Black Power Stone with Breaker the Magical Warrior seem much better than they really are. Yeah, you CAN possibly destroy 4 Spell/Trap in the course of four turns, but it's very unlikely that either card will stay on the Field for that long. Not to mention that Breaker the Magical Warrior is restricted...
 
Skilled Dark Magician and Skilled White Magician get virtually no benefit from this card. What's the point of adding an extra Spell Counter every turn when the Monsters can already generate their own Spell Counters at amazing speed.
 
If you think these combos are terrible, the others aren't even worth thinking about.
 
Even worse in Limited. The chances of you pulling a decent Monster that can abuse the extra Spell Counters are extremely low.

Pros:
Can help supply Magical Marionette, The Skilled Magicians, Miracle Restoring Etc.
Can resupply Breaker The Magical Warrior

Cons:
Continuous Traps don't last long; MST Prey
Get's destroyed when it runs out or removed; Exhausting Spell

Combos:
Besides using it to feed Spell Counters to various cards there isn't much more to it.

Notes:
For the most part, Spell Counters aren't going to evolve much beyond Magicians Force/Champion of Dark Magicians so this cards potential won't really go beyond the point it's already at, I say this now and watch them come out with something really good involving Spell Counters.

This card would be a heck of a lot more useful if Breaker never got restricted since there's only about seven other cards it works with: Anti-Spell, Magical Marionette, Mega Ton Magical Cannon, Miracle Restoring, Royal Magical Library, Skilled Dark Magician and Skilled White Magician.

ArtWork: 2.0 - This is the whole "Spell Counter" symbol thingy that's been showing up in various other cards including cards that have nothing to do with Spell Counters like Old Vindictive Magician. First place I noticed it was Marionettes elbows then I noticed it all over the place. It kind of reminds me of Triforce from Zelda but it's not quite the same.

Pitch-Black Power Stone is a useful card in any deck that makes use of Spell Counters beyond Breaker.

This card works very well with Skilled Dark and White Magicians, Magical Marionette and pretty much anything that uses Spell Counters. Of course, it's also a nice way of recharging Breaker. 3 Spell Counters is nothing to scoff at since it will speed up all the above mentioned cards.

Unfortunately, you can only move 1 Spell Counter per turn so this card has a good chance of being destroyed before you make use of all 3 counters.

This card is mediocre as I find it too slow and difficult to get the full effect of it. I find this only useful in Dark Magician/Paladin and Magical Marionette decks.

Pros:
+Replenished spell counters
+Helps speed up some combos

Cons:
-Not many [good] uses for spell counters
-Pretty much a waste of space
-Jinzo means only use the best trap cards
-Spell/Trap Removal, as always

Combos:
#Skilled Dark Magician, Breaker, Mega Ton Magical Cannon, Magical Marionette, basically any card that benefits from spell counters. Not really combos, these are just what the card is good with.

Basically, Skilled Dark can get counters by himself. And Breaker won’t last long on the field anyway, so although he’s the most popular one to try and add the spell counter back to, it turns this card at best into another MST. But being so situational I don’t think this card is really any good. Now if you can manage to keep Magical Marionette out for awhile, this card becomes a powerful option for increasing its attack and adding monster removal.

Of course, there are plenty more cards that utilize spell counters, but how practical are they really? And in limited, just don’t use this card. Ever.

Not much use going on about this card, as it should never really be played. But it’s great for a hot chocolate coaster, etc…

Pros:
+Free spell counters for cards like magic warrior breaker, and royal magical library.

Cons:
-MST and heavy storm/HFD own this card
-Not really that useful

Reasons for pros: Well, now, you can reuse breaker the magic warrior over and over with the effect of this trap card. Also you can use really any monster or m/t that uses spell counters a lot easier now. Other than that it isn't really useful.

Reasons For cons: This card is owned by the typical heavy storm/HFD, MST cards. Also this card doesn't have any uses in tourney decks. Its good for fun decks, and decks that rely on spell counters, but not your typical tourney decks.

Tourney rating 1/5: Not that useful, and I don't foresee spell counter decks making a huge uprising.

Limited rating: This depends because if its an MFC only draft this card can help, but it wont really benefit any other sets.

Casual rating 2.5/5: Good in fun spell counter decks...otherwise don't bother.
