Effect: Negate the effect of a Monster Card that

Hmm... Here we have
a one Tribute Monster with some strong stats and
a semi-decent Effect. Tournament viable? Let's
see...
Unless you're
playing a casual Magician based deck, is there
any reason to consider this? Not in my opinion.
We already have Airknight Parshath and Jinzo out
our one Tribute disposal. Both of which have
some unbelievable Effects that can't be matched.
There's absolutely no reason to run Chaos
Command Magician over either of those in a
tournament deck.
And when you really
sit back and think about it, Chaos Command
Magician's Effect isn't at all as versatile as
it seems. There are very few tournament worthy
Monsters which will be put in a bad position by
his Effect. The most notable being Exiled Force.
And for those of you
who don't know, Tribe-Infecting Virus isn't a
targeted Effect.
In Limited, it's a
beast. 2400 ATK at one Tribute will quickly
stomp your opponent's Monsters. There's a chance
the Effect may come into play too.

2400 ATK - Meets head-to-head with Jinzo.
Negates targeted Monster Effects

Unsearchable by anything.

Notes:
The Commander Of Chaos, this guy is somewhat good, but not too many people play a lot of Monsters with targeting Effects at the moment. Some of the most played are: Man-Eater Bug, Clowns, Exiled Force, Dark Necrofear, Barrel Dragon, Hane-Hane, Invader of the Throne, Penguin Soldier, Magical Marionette, Old Vindictive Magician, Dark Cat with White Tail, Swarm of Scarabs, Jowls Of Dark Demise, Dark Jeroid and Newdoria.
He doesn't exactly amount to Jinzo or Summoned Skull for being a one-Tribute Monster, and those two can at least be searched via WotBF. He's also one of the Magicians that doesn't exactly just fit in a Magician Deck, you can put him in any deck that needs some anti-targeting, but for the most part he's perfect for Side Decks incase you go up against a Man-Eater Bug filled Deck.
So yeah, Chaos Command Magician is a cool Monster, but his Effect isn't going to help all that often enough to make him really popular. The best thing he's going to stop is Exiled Force, but then Exiled can just blow-up another Monster you have out. I wouldn't recommend playing him in an average Beatdown, but using one might help out in some situations, I'd just say Side Deck him for now.

Negate the effect of a Monster Card that specifically designates this 1 card as a target.
There's not much to this monster... High ATK with a self-protection effect.
Chaos Command Magician isn't bad as far as 1 Tribute monsters go. The protection effect will save this monster from things like Man-Eater Bug, Old Vindictive Magician, Exiled Force, Newdoria, Dark Jeroid, Relinquished and Thousand-Eyes Restrict among other things. 2400 ATK is decent as far as 1 Tribute monsters go as this will stand up to Jinzo.
Unfortunately, there are far more non-monster effects to be afraid of. If you were to pick between this monster and Jinzo, I think most people would take Jinzo every time.
This is a decent monster and works nicely in a Light Deck, but the effect isn't exactly gamebreaking and there are better options for most other decks.
