Ehhh... This card is VERY janky in tournament play. It really only has any usefulness if it manages to stay Face-Down a turn after you've set it. But will all the aggressive in the current environment, that will rarely ever happen. Meaning that you won't often be able to abuse the "it may attack your opponent's Life Points directly" portion of the Effect.
 
Now that we see how slow Jowls of Dark Demise is, we'll move on to other strategies. Its ATK can't run over a Sinister Serpent, and its DEF can't even survive a hit from Yata-Garasu. Extremely pathetic stats.
 
The only other way you can get something out of this card is if your opponent attacks you with a swarm of Monsters. One of their Monsters will attack Jowls of Dark Demise and activate its Flip Effect, you could then take control of your opponent's strongest Monster, and hopefully be protected for the remainder of the Attack Phase.
 
Jowls of Dark Demise could potentially be decent in Limited, it just depends on what cards you have to support it. The "it may attack your opponent's Life Points directly" portion of the Effect is devastating in a format with a low amount of starting Life Points.

A big disappointment, IMO. Especially for how popular it was when it first came out. Take a look: 

Pros: 
+Fiend = Necro fodder 
+A 1 turn stall if your opponent has two monsters without trample -_- 
+AMAZING if used with a lot of traps… 
+Searchable by witch, sangan >_< 

Cons: 
-Only good if used on your turn 
-WEAK defense. Could hold its own IF it had like 1600+ def. But 100? 

Combos: 
*Use imperial order and magic drain to protect it from Nobleman, then use mirror force and like, ring, all to make sure you can flip it on your turn. OH WAIT that’s way too much to really expect to pull off. -_- 

Seriously, think about it, it’s nice to think you can take opponent’s Don or Jinzo and attack directly. But, the only time you wanna steal a monster is when there is an opposing force ALREADY on your opponent’s side of the field. And if they have a strong enough face up monster to take, then chances are, they attacked you last turn and you won’t be able to flip this guy - UNLESS you have more than one face down monster. 

Like I said, in THEORY this card is great. But in practice, just use other stuff. Unless your run Necrofear…Oh wait EVEN then I’d take fiends like Dark Jeroid and Newdoria over this guy. Done. 

Ratings: 
Constructed - 1.3/5.0 pretty weak and situational. Usually ends up as a stall. Nice though if you get lucky 
Limited - 2.2/5.0 this is a toss up. I’d still pass this if I saw it =\ 

Use anything else. Any other flip effect is better, really.
