Okay, this one's going to be short and sweet folks.
If you are thinking about running this card in your
deck, you should get as far as "Your opponent draws
2 cards." before you rip it up and throw it in the
trash.
Even if you're bringing back Horus (the best LV
monster inthe game) you're pretty much handing your
opponent ways to deal with it. Unless you have the
Decree down and some way to get around your opponent
getting Exiled/DDA/DDWL/any other monster that can
get rid of it with an effect, just don't.

Level Modulation is our card for today, and it's one
that really really REALLY only works in a deck that
revolves around a set of Level Monsters.
Level Modulation
Normal Spell/Your opponent draws 2 cards. Special
Summon 1 monster from your Graveyard that includes
“LV” in its card name, ignoring the Summoning
conditions. The monster that was Special Summoned by
this effect cannot attack, nor activate or apply
it’s effect this turn.
The good:
You get a Level Monster from the Graveyard Could be
the highest or most evolved level
The bad:
Monster must BE in the graveyard
Monster can NOT activate it's effect that turn
Level Up is easily as good (or bad) a card as this
is. Since Level Modulation is a normal spell card,
you've got to use it on your turn and wait to use
the monster effect. Level Up at least allows the
monster to do its thing during the turn it is
summoned.

Level Modulation
For the most part, this card will only be used in LV
dedicated decks. In fact, it's only good in those
dedicated LV decks. You can't use it anywhere else,
so in that sense, it is not a universal card for all
decks. It does its job well in the deck that it is
specified for. Simple as that.

Well, things are finally settling down for ol’
Otaku. I still am behind (most of my writing
would have occurred this weekend, but I was very
busy during this time), so it looks like they’ll
be mostly “quickies” this week.
Level Modulation
is interesting. It forces your opponent to draw
two cards, and Special Summons a
LV
Monster from your Graveyard. Unfortunately the
first attack can’t work if the opponent has less
than two cards in their deck, the second effect
is required, and it mentions that the LV
Monster can’t make use of its effects that turn.
Don’t get me wrong, your opponent drawing two
cards is normally a pretty bad thing. However,
this card “half” gets around the often nasty
Summoning restrictions on the most powerful
LV
Monsters. Simply put, a LV Monster that
can normally only be Summoned in any form by its
effect can be Special Summoned with
Level Modulation but requires it has
been successfully Special Summoned through its
own effect first. So you can revive
things like Armed Dragon LV7, Horus
the Black Flame Dragon LV8, Silent
Magician LV8, Silent Swordsman LV7,
and Winged Kuriboh LV10 so long as you
did it the proper way the first time through.
Unless I have missed something, other
LV
Monsters can be dumped and revived using this
card with no real problem.
So you give your opponent a tremendous
advantage, but if you’re using this you should
be grabbing what is probably the focus of your
deck. True, the Monster cannot use its effect
that turn… but again, we are almost exclusively
using it on the “tops” of the
LV
lines. Most of these Monsters that can only be
Special Summoned from the Graveyard in this
manner are huge… or have effects that matter on
your opponent’s turn. If you use this in a
Horus deck, LV6 or LV8 are
protected from Spells; the opponent has to have
drawn a Trap or a Monster capable of taking down
that bad boy. Obviously, this means you might
want to avoid this if they have several Set S/Ts
or Monsters in play. So overall for
LV
decks, I’d say one copy Side decked makes sense,
maybe even Main decked.
Obviously the not attacking part means that you
might want to save this for… I don’t know… that
Horus that crashed into Sakuretsu
Armor this turn. Revive it, yeah, they
get two cards out of it… but you haven’t lost
much by it (unless they play a lot of Quick-Play
Spells).
Another interesting use for this card is
slapping a
LV
line into a Depletion deck. The Dark Mimic-line
might be good: the particular build I am
thinking of needs to set its self up quickly to
avoid “running dry” with the opponent just
barely having enough of a deck left to still
crush you. So adding a single Dark Mimic-card
and three Level Modulation should give
you a little bit of a Defense, ultimately not
slow your deck down, and given that we are
talking about a Depletion deck, speed your
opponent up into oblivion.

Modulation :
I thought that I’d better give this a fair review,
as for some reason it holds a special place in a
friend of mine’s heart, though personally I don’t
really like this card.
Level modulation is a card that is very Level Up
Deck oriented, allowing you to summon any level up
monster from your grave , and for that turn making
it an unable to attack, effect less little beastie,
as well as allowing the opponent to draw to cards.
Who say’s the days of Monster Reborn and Pot of
Greed are over in advanced? This really isn’t that
useful in most level up decks, chances are that the
advantage that you just gave your opponent will be
the advantage they use to destroy your revived
critter.
However, to a select few ( the few immune to magic
cards ) that may not be the case, as once it gets to
the opponent’s turn, the monsters magical powers
return , lessening the chance of it being Dark Holed
for example. Still, it can be DDA’d or Sakutsu’d, so
it’s not ALL good news.
Traditional : 1/5 Not going to happen here, with
Monster reborn casually being a better substitute.
Advanced : 2/ 5 More likely to help here, in the
right decks of course.
Art : 4/5 Not sure what I has to do with Levels, but
I always like dice in cards.
