Once per turn, while this card is in your Graveyard during your Main Phase 2, you can select 1 face-up "Scrap" monster you control, except "Scrap Mind Reader". Destroy that monster and Special Summon this card from the Graveyard. If you do, remove this card from play when it is removed from the field. If this card is used as a Synchro Material Monster, all other Synchro Material Monsters must be "Scrap" monsters.

Scrap Mind Reader...Machine, Tuner, good to start, Level 1, low, but appropriate with 0 attack and defense, Earth attribute, is meh.  So what can this guy do?  You can destroy a face-up Scrap monster you control, other than itself, and then you Special Summon this card from the Graveyard. 
 
If you do, Scrap Mind Reader is removed from play when it leaves the Field.  If this card is used for a Synchro Summon, all other monsters must be Scrap mosnters.  That really hurts the playability, at least one would think, but this isn't broken enough to use outside of Scrap anyway.

Scrap Mind Reader …
 
Yeah, it’s trying to be the Plaguespreader or the even the Vayu for Scrap Monsters, as in (despite some variation) trying to make use of its Tuning abilities from the Graveyard. However, the Mind Reader falls short in 1 key phrase – “Main Phase 2”. This means any fancy Synchro moves u will do will be AFTER your battling is done. So unless there is a synchro Monster (probably a Scrap) that can re-enter the battle phase (and there honestly might be one that I’m conveniently forgetting right now), it means u are bringing out a big target AFTER the fact, that your opponent will now get 1 turn o figure out how to respond to.
 
The Yu-gi-oh mechanic is based on grasping and utilizing hand and field advantage every single opportunity u can. To wait is to allow your opponent that opportunity, from which u might not be allowed a chance to respond or ever recover. Scrap Mind Reader drops the utility ball cuz unless ur bringing out something that can burn like crazy (how I miss Dark Strike Fighter), after the battle phase there isn’t much that u will get out that wouldn’t have been a million times better in Main Phase 1.
 
Even for a pure Scrap Deck, the only deck this card could function in, it still is just an ‘ok’ card.
But that Main Phase 2 thing … it’s hard to justify.

Scrap Mind Reader is the newest "Let's make this quality support card a secret rare so nobody can get it!" card. A level 1 Scrap Tuner. Destroy a Scrap you have out to summon him. Plaguespreader clause.

Destroy your Scrap monster to special summon Mind Reader. Use the destroyed Scrap to bring fetch Scrap Chimera if it's not in your hand. Summon the Chimera. Bring out your level 4 Scrap Tuner. Synchro Summon Scrap Dragon. Blow something up. Now use Mind Reader and Scrap Dragon to make Scrap Twin Dragon. Devastate your opponent's field.

This is all you need Scrap Mind Reader for.

Alright, Scrap Mind Reader.  An earth, machine, tuner, and level one monster with no attack or defense what so ever.   His effect is as follows: Once per turn, while you have it in your graveyard during main phase 2 (really hurts his playability), you may select a scrap you control that isn’t another mind reader, then destroy the scrap and summon this guy. Also, like plaguespreader zombie, this card is removed from play once he leaves the field if you use this effect. And, all the other synchro material of a synchro that you use this guy for have to be scraps. However, the synchro you summon doesn’t have to be scraps. But alas, there aren’t too many good non-tuners that you would have the opportunity to synchronize this card with other than scrap synchroes, which is probably what will happen most often.  A play I foresee happening a lot is to use scrap lube to help compliment this card since both of them involve their effects without the battle phase.

Over all, I don’t particularly like this card. It has potential to be a very useful card, but his effect seems to situational to me. I would only run one of these in a deck if any at all, and probably only if I ran lubes, which I think is also a rather slow card. So if you have a deck fit for this little robot, he can be good, but overall, he is to slow to be put to good use.

Hmm, scraps keep getting more support. This one is.....ok.

If this card is in your grave, during your main phase 2. You can destroy one Scrap monster other then itself to special summon itself from the grave.

Now, this is a pretty good effect, you get a level 1 tuner, and you get the effect of the Scrap monster that was destroyed.

But once he uses this effect he's removed from play, like Plague is, also he can only synch with Scraps.

So, a pretty decent card, though I think Scraps have better options
