This
is a block counter. It will see very little
play in t2 due to the 4 mana cost, but is a viable
counter in block constructed.
In
limited, it's actually one of the better counters,
IMHO, because it improves the quality of your
draws. I don;t usually like 1-for-1 counters
in limited, but this is a draw improver, and
thusly, worth it.

If counterspells have to cost 4 mana, then this
one is ok. The problem in T2 is that there are
better, cheaper counters that will go into decks
way before this does. In block it would be rated
higher because there are fewer good counters
than even OBC had. Limited-wise this card is
playable but still rather costly and 4 mana is
really hard to hold back due to the generally
higher cost of spells in Onslaught.
