I HEART giant flyers in limited and constructed
play. Chisei, Heart of Oceans IS a giant flyer.
Unfortunately, unless you have a bunch of cards
with counters on them, Chisei is going to break
your heart by disappearing the turn after you
play him. Love can be so cruel! If you DO have a
deck that involves a lot of counters on various
permanents, you COULD run this heartbreaker, but
unless your counter deck is heavily invested in
blue, you can probably find better cards to play
than this one. If you're the type that likes a
casual romance, this card could be your
valentine.
OK, it's Valentine's Day. So I'm going to be
nice. If you have a deck full of cards that get
counters, play it. If not, don't even bother.

Well, as a 4/4 flyer for 4 mana, that part is
great! But Chisei's upkeep has to be built
around, of course. So definitely not a card for
limited play. And you won't see it hit the
Pro-Circuit anytime soon, either. So, that
relegates this blue flyer to Casual play. I
suppose if you really had a hankering to play
this thing, you could make it work. But is it
worth the trouble? I have to admit, I haven't
seen many (read: ANY) Chisei decks out there,
casual or other. But as a Valentines card, it's
fine...even if it IS Blue instead of Red. ;)

What an appropriate card for today. Normally a
card such as this would be acceptable or dare i
say good. A
4/4 flyer for 4 mana, can't get any better then
that right? Wrong, the other effect kicks in and
will destroy it, unless your deck is made around
it. Decks made around cards as you know can be
very strong but at the same time weak. Can be
easily "Extracted" out if you know what i mean.
I don't believe the card was of much use in the
limited or constructed format, yet i have to say
there care decks built for it. So about average
in the casual format.
