Some things are neat in idea, but poor in
execution. This card seems to be one of those
things. I've only two real uses for it. This
card stops tokens from getting out of hand. But,
because of that, it also plays well alongside
Hunted creatures from Ravnica. This makes it a
pretty hot card among casual games, but not so
much for the competitive folks.
I absolutely love this card. I've already done
lots of testing with the Ravnica block hunted
creature/singularity deck. It's fun stuff. This
is generally a pretty cool card. And it's also
something that's been a long time coming. It
takes the Bazaar of Wonders like effect to a
much more elegant level. And the free leyline
effect adds another new element to it. I
recommend giving it a shot. Just remember not to
drop two into play at the start of the game.
This is one of those cards that you look at and
think to yourself, "I know there's a killer
combo with it, so why can't I think of one?".
Strictly on its own, it does nothing except
maybe kill two of your opponents permanents if
he or she forgets it's there. I could tell you a
story-- at the Guildpact release event, a guy
played this card, and I forgot about it and
played a second Steamcore Weird. Then several
weeks later, I played against the same guy in a
draft, he played this card again, and I forgot
it AGAIN and played a second Burning-Tree
Bloodscale. Boy was my face red.

Meh, I suppose it has its uses. Not the most
exciting Leyline, but Blue isn't exactly known
for its excitimg factor, is it.
Obviously something you would NOT use in limited
formats.
