Remember how hard I was on yesterday's card?
It's because the deck that wants to use it has
better options, like this card. Granted, they
don't do the same thing, but what this does is
more useful. Slightly. Countering activated
abilities is nice, but Azorius Guildmage does it
so much better and it doesn't really turn games
around unless this thing can hold off a Rakdos
Ickspitter or stymie an ability with "sacrifice"
in its cost.
The
ability to counter activated abilities is often
either devastating or pointless. It's wonderful
when you have the option to counter something
that can only occur once - like a sacrifice
costed effect. It's somewhat less useful when
you want to stop something reusable - like a
Rimescale Dragon's tap effect. The Cryomancer at
the least has size going for it. 2/3s in blue
are not particularly easy to come by. Cards like
Descendent of Soramaro have, in the past, proven
decent in limited because of their size. The
Cryomancer is in the same camp. It holds back
2/2s and may eventually prove to have a useful
ability. Don't count on it for Standard though.

Wow. Who even cares? In constructed, this is too
situational to be played in anything. Just run
the Azorius Guildmage. That card is much better.
In casual, I suppose you might play this guy to prevent some of the
brokenness that goes on in casual.
In limited, he can be OK. She is a 2/3 body,
which means she can survive a lot, but her
ability is rarely useful.
