A spellshaper with flying! Awesome! Of course,
if you really need a 1/1 flyer, you won't use
the 'Seeder herself-- you'll use a Cloud Sprite
token. Now you can essentially "cast" any card
in your hand as a Cloud Sprite-- a 1/1 flyer
that can't block nonfliers. Flying creatures are
nice, but would you really prefer them over the
card you're discarding? Sometimes, yes. The key
here is that Cloudseeder can make Faeries at
instant speed, which means every card in your
hand just became a 1/1 flyer with flash. A good
use for extra lands in the late game, and a good
use of Blue's impressive card drawing anytime.

2 mana isn't spectacular on its own so let's
move onto its
ability.
Cloud Sprite is bad. Cloud Sprite at instant
speed is better, but it can't
block and a 1/1 flier isn't going to be do any
significant damage, especially
when the earliest they can usually come out is
on turn 3.
In limited, it's actually decent if it doesn't
get removed as it will
eventually win the sky war while dumping out
useless lands.

Cloudseeder:
In constructed, a 1/1 for 2 that produces 1/1's
for 1 isn't very exciting, especially when it
costs a card to do so. Blue wants something
better out of its creatures.
Casual: Produces creatures... hard to judge. In
multi, it'd die fairly quickly because it *can*
get out of control.
Limited: Not that bad here. A 1/1 for 1U with
flying, that turns any card in your hand into an
instant 1/1 for U with flying.... use it to
overwhelm your opponent.
