He makes all your spells effectively
uncounterable, he pretty much gives all your
creatures haste (since a lot of times that's
what flash does), and he lets you use CIP
effects in response to things. And he lets
Mystical Teachings find any creature card in
your deck. All that and he comes into play at
instant speed.

Teferi, Mage of Zhalfir
This guy was one of the reasons to play a blue
control deck for a long while after he came out,
and for good reason. If you drop him, and your
opponent has no way to get rid of him (Char and
Psionic Blast being the classic cards of
choice), you are most likely going to win the
game. The ability to stop your opponent from
playing instants at instant speed is
gamebreaking, especially in the control mirror,
where you'll probably win if you resolve him
first. The triple blue hurts a lot, and is one
of the reasons why his play has gone down a bit
with the rotation of Ravnica block and the dual
lands. He's still a great card; I would expect
to see his stock rise again if Morningtide
brings with it a playable Wizard deck.
In limited, a great card to have if you can
support the triple blue. Flashing out creatures
can really mess with your opponent.

Teferi, Mage of
Zhalfir
Some cards win games. Some cards dominate games.
Some cards crack games wide open, and Teferi is
one of those. More than a few people panic
outright when they see Teferi on the stack
because they fear the effect he has on almost
any strategy you care to name; those with a
calmer disposition know there are many ways to
stop him, but he does mess with a surprising
number of things. The only reason I don't rate
Teferi higher in limited is because of the
triple blue mana cost, but if you can fit him
in, you should - suspend cards are even more
important in Time Spiral block limited than in
constructed.
