This looks to me like it's somewhere between
Serum Visions and Brainstorm. Serum Visions
continues to be an Extended staple, and
Brainstorm was the legend that spawned it all.
Getting any one of the top three cards of your
library, or throwing them all back and
re-randomizing your deck entirely, is a powerful
trick, especially now that clash cards exist.

Ponder
If you're old like me (or have played the
Threshold deck in Legacy), you'd be familiar
with the old card Portent from Ice Age. Ponder
is the "fixed" Portent, in the sense of being
the modern type of cantrip. It should be good
pretty much anywhere that Portent is good. In
Standard, it's sort of the replacement for
Sleight of Hand, except that it lets you see one
card further down. Seems pretty solid all
around.

Ponder
This is pretty good. It's one mana so it
competes with nothing short of Ancestral Vision
for the 1 drop but unlike Ancestral Vision, it
has an immediate effect.
It smoothes out draws for a mana and even
replaces itself. It's obviously really good and
is the best for what it does right now in
Standard. It's solid in all formats.

Tuesday's
card is Ponder from Lorwyn. Ponder looks almost
like Brainstorm except that you have the option
of shuffling your deck after you rearrange the
top three cards of your library. Most of the
time you won't use the shuffle feature of the
card, but it does have its uses. If you don't
like the three cards you had on the top, you can
shuffle, or you will use the shuffle feature to
pull out a Panglacial Wurm if you run that in
your deck. However, Ponder will look to be the
next Brainstorm and a new cheap card drawer for
Lorwyn decks running blue.
