As far as Standard goes, this may see play in
Esper decks because they'll be artifact-licious,
but 5 mana is kind of pricy for what you get.
This card was made for Type 1 because of its
I-win combo with Time Vault -- not only does it
form one card of a two card infinite combo, it
even searches out the other piece from the deck,
which is important because of Time Vault's
restriction. It could see play in Extended too,
but the banning of Sensei's Divining Top will
hurt his value (if ever so slightly) there.
In limited, if you are heavy, heavy Esper then I
could see playing this, otherwise don't bother.

Tezzeret the Seeker
Tezzeret looks all right when you take other
cards from Esper into account, but he looks
downright powerful when you take all the amazing
artifacts in older sets into account. People
have already been looking for ways to get him
into Vintage decks, especially since word came
out that Time Vault's Oracle text is going to be
changed back to its original functionality (yes,
Tezzeret can untap it now). If you're interested
in Vintage or Legacy, or even just in Fifth
Dawn's "cog" theme, this is definitely a card
you will want to be familiar with.

Tezzeret the Seeker
Constructed:
A 5 costing Tinker to get out any artifact that
cost 5 or less from your deck into play.
Standard not much to chose from. Extended maybe
a little better. Vintage a whole lot of options.
Could be interesting with Affinity in Extended.
Casual:
I am putting one of him in my Sway of the Stars
deck.
Limited:
This could be usefull with some of the artifacts
we seen so far. We will see when the rest of the
set is release.
Overall a good card for it's
rarity and cost. I have heard alot about it not
being that great.

Quite a powerful card. Probably too expensive
for the older formats (most of the planeswalkers
are) but could make quite the impact in
standard. Seeing as every creature in the Esper
shard is also an artifact, the ability to tutor
for any creature is quite nice, not to mention
to mention all the utility card you can search
out (the capsules etc). The first ability is
also quite nice, you can give two of your
creatures quasi vigilance or untap utility
artifacts. The ultimate ability is interesting,
I assume it would make all your artifacts 5/5,
even those that are already creatures. So if you
have 2 creatures and 3 other artifacts (not
unlikely) thats 20 points of damage right there.
In limited if your in Esper you take this card
for sure, he is an absolute powerhouse.
