This one really shows off what colored artifacts
are about. Enchantments couldn't really do this
since it has a tap ability (I know, I know...),
and a colorless artifact would have to cost
more. How good do we want red and white to be at
card draw?
But how good is this card? If your plan is to
sit back and draw extra cards at end of turn
whenever you don't need to counter something,
this lets you do it every turn should you so
desire. In a dedicated "draw-go" deck, it's
crazy. Heck, this makes "draw-go" viable in
Standard again. But if you expect to want to tap
lands on your own turn, four mana for a card is
kind of a lot.

Scepter of Insight
From the point of view of competitive
constructed, Scepter of Insight doesn't compare
too well to Jace Beleren or even Tidings, but I
think there's a place for it. Mono-blue decks
will appreciate being able to save one mana in
the first turn cycle of their Jayemdae Tome
variant, and Esper decks in block tournament
tables and kitchen tables will like that it's
both an artifact and a blue card. And me, I'm
not sure I'll ever get used to these colored
artifacts (especially since Future Sight showed
us global enchantments with tap abilities -
whatever happened to those?), but I just like
its art!
