I suppose you could argue that it's fitting to choose a creature represented in exactly one ancient Egyptian image for such a singularly powerful effect. There's no sugarcoating it: this is one of the most powerful anti-counterspell cards ever, combining self-protection and protecting other spells for what is if anything a mana discount. And it trades with Scragnoth, if the rest somehow wasn't enough. I can't remember the last time I saw a pure draw-go counterspell deck in anything other than an Old School format, but even if one doesn't appear, the Serpopard is almost worth playing for being comparable in size to a Tarmogoyf on the same turn.

Three mana for a 4/3 is a pretty good rate of return in green, and it does have relevant upside against blue decks. With Essence Scatter back in the format, having a way to keep your creatures from being countered is a nice bit of upside. Three toughness is a bit unfortunate in formats with Lightning Bolt, which thankfully is not the current Standard, but it's still a good threat that asks to be answered.

Also, it's a cat snake. Cat + snek = awesome, or so I've heard. It is actually based on a real mythological beast, the serpopard of ancient Egypt and Mesopotamia.
