Censor
There's a fine balance with these taxing
counterspells - something like Mana Leak is
basically a hard counter on most turns because
decks usually want to use all their available
mana as often as possible, while something like
Force Spike or Mana Tithe can become irrelevant
as the opponent draws more lands. I wouldn't
think of a card like Censor as your not being
guaranteed to counter something; I'd think of it
as giving you a chance to surprise an opponent
when they're trying to commit a lot of mana to
something. The cycling effect does make it a lot
better, too, as you don't have to get stuck with
it if it's not going to be effective.
