Intet's intent

With all the typing I do writing deck garage articles, sometimes my wrists get tensed up and stiff.  The best cure for that is to just do something with your hands other than typing.  My personal favorite is to draw pictures, usually just doodles of Magic cards I like the artwork of.  One card I really wanted to draw was Intet, the Dreamer-- just look at those glassy wings!  Of course, I've been busy and have blown it off to date, but maybe this deck will help me get back on track.

    Names Nick. I play on Magic Online frequently mainly for fun. My goal is to create decks out of cards that people may think are random but work well together. This is one of them. (btw I have like no financing cuz my parents think its a waste and it kinda is but ya I tend to keep them cheap tho I have some expensive ones in here)

Basically it can run many ways because its so versatile with each color just wondering about your opinion.

Well, this deck looks awfully random, what with its one-ofs and two-ofs.  The only card it has 4 of is Sudden Shock, and it's not based around Sudden Shock.  It's based on Intet, the Dreamer.  Therefore, you really do need four copies of Intet.  I know, I know, you're on a budget, but Intet is currently going for around $2-3 a copy*, and you only need two more copies.  Surely you can scrounge up six or seven dollars, right?  Well, take heart.  I promise I won't suggest any more pricey cards (not that Intet is even pricey by Magic card standards).
 
Now, you say this deck is "versatile" because you can take the strengths of all three colors (which is probably why you've got so many one-ofs and two-ofs).  I'll do my best to maintain that quality of the deck, but I also want to make sure that the deck really uses Intet, the Dreamer to her fullest potential while still standing well on its own in case you don't draw Intet.  Now, somewhere in the archives of Pojo's Magic Yammers, you'll find (if you bother to look) an article I wrote before I became a deck mechanic, about how to build a deck around a card.  I used Last Laugh, but the process is the same for any card.  Always a two-step process it is.
 
1) Look at every detail of the card.
 
2) Think about how each detail might work with or against other types of cards, and fill your deck with cards that work well with the flagship card (in this case, Intet).
 
So, let's look at everything about Intet, and see what that suggests about her.
 
She costs 3URG.
 
A six-color mana cost with three colors of mana is a tall order.  Luckily, one of those colors is green.  Your Evolution Charms and Searches for Tomorrow are a step in the right direction.  I might also suggest Utopia Tree.  And since another color is blue, maybe you could throw in a copy or two of Tolaria West, for Transmuting up lands.
 
She's a Legendary Creature - Dragon
 
The legend rule means you might get stuck with multiples in your hand.  But that's no big deal-- if Intet One dies, you'll want to be able to drop Intet Two as soon as possible.
 
She's a 6/6 flyer.
 
Very good.  She's hard to block and packs a nasty punch.  And cards like Volcanic Hammer, Ghostfire, and Last Gasp aren't strong enough to take her down.  She can also kill off an opponent without needing a lot of other creatures around, so you won't need any more fatties besides Intet herself.  Now for the important part: her ability.
 
Whenever Intet, the Dreamer deals combat damage to a player, you may pay 2U.
 
She has to attack and connect to use her ability.  And she doesn't have trample, which means a Will-o'-the-Wisp could hold her off forever.  Now, with 6 power, she's not likely to attack unblocked more than three times in a game.  I would hope you can have an opponent down to 18 by the time you get to the point where you can cast Intet.
 
Also, she doesn't have haste either (and yet she's red and green?).  That means you play her, and then your opponent gets a whole turn to try and kill her before she comes online.  You'll need to protect her, and since you're in blue, you'll want some counterspells to do the job.
 
If you do, remove the top card of your library from the game face down.
 
I saw "top card of your library".  Whenever the top of your library gets put anywhere other than your hand, you'll want some means of controlling what the top card of your library is.  Luckily Scry made a comeback in Future Sight.  You'll definitely want some Scry goodies, like Foresee, Riddle of Lightning, Mystic Speculation, and maybe Llanowar Empath.
 
You may look at it as long as it remains removed from the game.  You may play it without paying its mana cost as long as Intet, the Dreamer remains in play.
 
Playing cards without paying their mana costs is huge.  This means that you will want some spells you wouldn't normally want to pay the costs of.  Storm Herd and Plague Wind come to mind, but I think you'd rather stay in-color.  And I don't want to suggest big creatures, since you'll already have a 6/6 flyer at this point and probably won't need another bigger creature.  Perhaps a few high-cost instants and sorceries, like Commandeer, Word of Seizing, Dichotomancy, Flame Wave, or Vigean Intuition (The Intuition would also work well with Scry cards).  Since you don't pay the mana costs, this also means X spells are out of consideration (what's Repeal doing in there?).  You do however, play the cards, which means you have the option of paying any additional costs, like Kicker or Buyback.  I like your thinking with Thornscape Battlemage.  Some others you might try are Citanul Woodreaders, Mystic Speculation (keeps getting better!), Sprout Swarm, and Hunting Wilds.  My main criticism of Hunting Wilds is, with kicker, it's eight mana.  The spell itself is worth four mana, but you'll almost never be able to play it kicked.  But since Intet makes the base spell free, the four mana kicker cost becomes a bargain!  Finally, this mode of playing spells makes counterspells even more attractive, since you can play them even when tapped out.
 
That pretty much covers everything you'd want to go into an Intet deck.  Where does that leave you?  Well, you've got some good burn, some land search, some counterspells (Go Mystic Snake!), but I'm not sure why you're bothering with Surging Flame.  I'd say that should become Riddle of Lightning.  Radha, Heir to Keld doesn't really seem to fit in either, but if you say she works well, then that's good enough for me.  You definitely want to make room for some Mystic Speculation, and maybe a few more counterspells.  Coiling Oracle and Scab-Clan Mauler are nice early guys to hold the ground, and I like Intet's interaction with Bloodthirst.  If you remove a Bloddthirst creature with Intet, you can play it for free on your second main phase bloodthirsted.  A few more Maulers couldn't hurt.
 
All in all, you've done a good job of putting this deck together.  Aside from Repeal, you've basically go everything you need, but my main piece of advice is to aim for higher overall card quality.  And trust me about Scry.
