my name is Daniel and I've been playing MTG for about 6-7 years now.  I constructed this deck for a T2 tournament over memorial day weekend.  its a mono-blue control deck where all the creatures are wizards (or ones that act like wizards).  sorry for all the one-ofs I'm on a very low budget.

 Well, looks like I missed the Memorial Day tournament.  Sorry, Daniel, but look on the bright side- there's always another tournament coming up!

 

It's true, one-ofs are a problem.  What's more, it's not obvious what your main goal is beyond "having a lot of Wizards".  Are you trying to swarm the board?  Control until you get an inevitable board condition?  Mill your opponent?  You'll need to find something to aspire for if you want this deck to do anything more than just amass creatures that aren't great at attacking.

 

Fortunately, you've already found the solution to your problem of acquiring playsets-- Vedalken AEthermage.  If you can just get four of those, then you can run a toolbox of Wizards to fulfill different needs and search for whichever one fits your current need most.

 

Next, I don't think you should run Braids, Conjurer Adept.  Anything your opponent puts into play with it can't be countered, and you'll likely have trouble keeping up.  Sure, Linessa can re-bounce whatever your opponent drops... for a huge mana investment.  Better to just stick to Linessa bouncing stuff your opponent paid mana for.  Better yet if you can let Heidar do the heavy lifting for you.

 

(Then again, if you're on a budget, taking out the snow lands for the regular ones would probably save you a bundle and let you replace all the snow Wizards with better alternatives.)

 

Next, you'll need a few powerhouses to tutor up with your AEthermages.  I recommend a few Ink Dissolver so you can mill opponents, a Waterspout Weavers or two for a flying alpha strike, a Voidmage Prodigy for quick tempo and near-limitless counterspells, Augury Adept for more card advantage and *gasp* life gain, Vendilion Clique for a cheap 3/1 flyer and some strategy disruption, Oona, Queen of the Fae for a 5/5 flyer that makes tokens, and Arcanis the Omnipotent for a LOT of card drawing.  Yes, he's expensive, but with four AEthermages, you'll only need one.  What should you cut to make room for this?  Well, Ringskipper looks like a good candidate.  Balduvian Frostwaker hardly seems essential either, though 2/2 fliers are nice.  After that, it gets fuzzy.  Only your own experience can truly tell you what you're never happy to draw, and what tends to underperform in the clinch.

 

You should also try to get more copies of Sage of Fables and Sage's Dousing if you can, to give your deck more consistency, more resilience against backbreaking spells, and more raw power.

 

Once you've found your win condition, everything else should fall into place.
