Most of these cards rotated out of Standard a while ago, which makes this deck Extended. Unfortunately, this deck could never contend in an Extended environment. I am going to try to update this for the current Standard environment. If we stay in white and blue, that leaves us with Blink or Merfolk. Of the two, Merfolk is cheaper, so we will head in that direction.

 

Merfolk are all about tempo. Play quick beaters and try to hold off your opponent long enough to kill them. The lords and reejereys pump all of your guys and Sygg can save them from removal and combat damage. The rest of your spells are design to keep your opponent’s creatures out of the way. Right now on eBay, you can get four Lord of Atlantis for $6 and four Sygg, River Guide for $1. The rest of the cards are all commons or uncommons, so they shouldn’t be hard or expensive to get.
